Foreign affairs commissioner of the General Government. On behalf of Gestapo, he made contact with Pawiak prisoners, who were interned as citizens of the USA or South American republics. On 23 October 1942, he was in charge of sending men, Americans from the Pawiak, to camps of the Switzerland Exchange Committee. On 17 January 1943, he was in charge of sending the rest of the foreigners from the Pawiak to Vittel.
